It serves as the headquarters and command hub of the Emergent Threat Tactical Response Authority (ETTRA). It consists of 2x the normal amount of research personnel; and has over 3 biological, technical, and research labs. Area 09-X spearheads the Foundation's research efforts on the most unexplainable XK-causing SCPs, as well as the investigation of XK threats that GoI's have or pose, resulting in the sites designation as an "X" class facility.
