Of course the rules apply to the admins. The only person who can do any of this is the owner but i doubt he will break the rules. If you see anyone breaking these rules call for an admin. If you are a mod/vip rank then call for a higher rank to help you with the situation. Please follow these rules if any are broken the punishments can be as follow getting banned,kicked or unranked.
