This was a town in a state that was recently overrun by Zombies during the outbreak. Eversince, a wall and an underground subway transportation system, was built to keep humans from entering Zombie territory. Any states that are confiscated by our kind will no longer be considered a region of the country we found it in, and it will become a state of The Infected Commune of Zombria.
