The Forerunner throne room is located on Hhakor Prime, which is an electromagnetic shield world with rings. The shield is powered by a concentrated solar beam from the sun, of which grants power to the shield that protects both the planet and its maker, the Emperor. High clearance is needed to pass into the throne room, which is granted through auric vibrational encoding into the specimen's DNA. This DNA clearance is encoded into the dormant DNA of a specimen, causing no harmful mutations. Upon entering, you will be greeted with benevolent care.
