After Site-14 being filled up with SCP's, the Foundation's 05 Council voted to expand operations towards Mexico, due to the high number of Anomalous objects located there, and the lack of Civilian Populated Centers made it a perfect place for Foundation Operations to be conducted at. However, due to the location, It is nearly impossible to receive any Reinforcements in a significant matter of time, the solution to the problem was to arm the Facility with warheads, capable of destroying both the Surface of the Facility, and the Underground portion of the entire facility itself.
