[CL] Fortress Loyalty, Grand Canyon, Arizona [WIP]

Fortress Loyalty; Fortress Loyalty is a primary fortress for Caesar's Legion. The fort has existed since the beginning of Caesar's Legion and was the last location the "Burned Man" saw before being thrown into the Grand Canyon.
