Oulu Outskirts of Oulu is the region where the Finnish Rebels are most active in taking down the Scandinavian Empire. Ever since the rebellion was founded and was organized into the Finnish People's Army this region has been a hub for Finnish rebels. But this region is crawling with Scandinavian Loyalists as well.
