Kyoto is the cultural capital of the Rising Sun, and serves as the political capital of the Shogun while the Emperor figurehead rules from Edo. While war wages outside the walls in the plains of the island, Kyoto is an untouched place of peace, serving as the seat of the entire realm. Laws are strictly enforced, and the bannermen of the ruling clan patrol the streets.
