In order to apply for Clearance - 0, you must be Class D. In order to receive the rank of Clearance - 1, you must be C-0 and have spectated at least 1 - 2 tests. In order to receive the rank of Clearance - 2, you must obtain the 2nd rank in any Clearance - 1 department.
