Fort Ursala is located dangerously close to an ever-changing, hostile frontier. It can hold a sizeable and potentially formidable garrison, and also doubles as a training facility as well as being the supposed location of the field command HQ. It's highly recommended you join the group. The game is not yet complete, and is far from finished.
