Tokyo is dangerous, flesh-eating beings who blend into human society while struggling with their primal hunger for human flesh roam the streets. They look the same, breathe the same, talk the same. Yet, they are not the same. They devour. Another distinctive trait of ghouls is that when they are excited or hungry, the color of their sclera in both eyes turns black and their irises red. This mutation is known as "kakugan." The CCG (Commission of Counter Ghoul) is a government organization dedicated to hunting and exterminating ghouls to protect human society. The ghouls commonly call the ghoul investigators Doves, a nickname originating from the CCG's seal. The exact year isn't specified, but the story generally takes place in the 2010s.
