The plan? Exile them all to a massive man-made island city, a simulation of Manila, where the main cities are represented by street names, and let them govern themselves. No laws. No guards. No oversight. Officially, it’s called a chance for redemption. A chance for these men and women to build their own “democracy” to prove they can create order from chaos. You are one of the condemned.
