This is a special place for the Senior Counsellor's to get promoted to a higher rank! When they get promoted, they can train people in training. They cannot rank, so whenever they train, they need at least a rank above them to help. When the people promoted get promoted again, they will then be able to rank people in training. They will also be able to suspend people in the Daycare, with reason.
