The Conseil National is Monaco’s parliament. It has 24 elected members who serve for 5 years. They make laws, approve the budget, and discuss key issues but all laws need the Prince’s approval to take effect. While political parties exist, the Prince still holds most of the power, and decisions are usually made by consensus.
