People from the surface keep arriving at the door. They want in. They need shelter. The emergency manual says to let them in. Why? Because they're useful. They can leave the facility. They can retrieve supplies. They can go into dangerous zones. You cannot. So you let them in. You give them tasks. You use them. They're expendable. You're not.
