Description
모범운전자 제도는 1971년 제정된 것으로, 처음엔 택시기사 사업자 중 10년 이상 무사고 운전을 한 사람은 경찰 관변단체인 모범운전자연합회로 위촉(가입)하고, 이들에게 수신호로 교통 정리를 할 수 있는 권한을 준 것이다. 당시에도 경찰 인원이 부족하다 보니 모범운전자들에게 교통경찰의 일부 임무를 맡긴 것이다. 이후 일반 자가용이나 화물차 기사들로 범위가 확대된 것. 현대에는 모범운전자연합회도 사실상 자원봉사 단체로 바뀐 상태이다. 가끔 모범택시 기사들이 혼잡한 교차로 등에서 교통정리 자원봉사를 하는 모습을 볼 수 있는데, 이 모범운전자 제도의 흔적이다.
