He was secretly a Sith Lord and was plotting against the Jedi. He was an evil man, who wanted to wipe out all the Jedi. And he subdued this young Jedi Knight and made him believe that the Jedi are evil. And Palpatine, soon called this command, called "Execute Order 66" This command was to tell all the clone troopers to kill all the Jedi. Once all the Jedi were killed. A new empire had risen.
