Raccoon City Year 1990-2000 Population: 100,000+ ■▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬■ In the 1950s, what would become Raccoon City was a small rural town at the edge of Raccoon Forest. Modernisation began in the late 1960s immediately following the opening of Umbrella Pharmaceuticals, which had a lab based in the nearby mountains. The streets were electrified for a tram system, designed by engineer Michael Warren, who later became the town's mayor. In 1969, the Kite brothers opened up a short subway system.
