Description
The Urban Cohorts were deliberately established to counterbalance the immense influence of the Praetorian Guard. Answering to civil authority, they were entrusted with maintaining order within the capital while preventing any single military force from gaining unchecked dominance. Through their presence, the Urban Cohorts served as a stabilizing element in Rome, ensuring that control of the city remained firmly under imperial governance rather than falling into the hands of an overmighty guard.
