Description
The Gyōbu-shō (刑部省), or Ministry of Justice, was responsible for the administration of law, courts, and criminal justice within the Ritsuryō system. Its primary duties included reviewing legal cases, overseeing trials, and ensuring that punishments were applied according to the legal codes (ritsuryō). Serious criminal cases—especially those involving high-ranking individuals—were examined carefully by this ministry before final judgment. It also handled appeals and legal interpretations, serving as a central authority on judicial matters. Additionally, the Gyōbu-shō supervised prisons and judicial officials, maintaining records of offenses and sentences.
