Description
The northern part of the State of Idaho was left ungoverned by both the State and the Federal Government. In 1898 Former Lieutenant Governor Frank B. Willis led local governments in a campaign to declare the area independent from the state of Idaho. Gaining the support of the State of Montana in 1908 Willis was able to win independence for the area. It was known as the Haxton Territory named after Haxton Willis who was Frank Willis's Son. Then in 1910, the territory joined the Union becoming the State of Haxton.
