They saw the collapse of the Soviet Union as an opportunity to build their own power base, and they began to involve themselves in various criminal enterprises such as #### ########### and money laundering .The Estonia Cartel's goal was to control all illegal activities in Gloom Water the capital city of Estonia. They managed to achieve this through violence and intimidation tactics that they used on the locals. They became the most feared and notorious criminal organization in the city and expanded their reach into other territories. They had connections to other criminal organizations from across the world, which made them stronger and more dangerous
