They go through intense training and purely selected off their combat skills. They even surpass the Red Right Hand. They are commanded directly by the O5-Council and are used when there's a massive raid by a hostile group or multiple breaches that would require the SCPs to be neutralized. They are equipped and have the authorisation to neutralize any SCP during a massive breach. Protocols about them disobeying are classified.
