History behind Lithuania during Napoleon's Reign The Provisional Government Commission of the Grand Duchy of Lithuania was a provisional administrative body for the Grand Duchy of Lithuania, which had been overtaken by Napoleon's Grand Army during the 1812 French invasion of Russia. The governing commission had it's own President and regency council during the absence of a monarch. Lithuania was part of the General Confederacy of the Kingdom of Poland and received congressmen from the confederacy.
