A couple decades after the end of that event, the world has turned into a steampunk universe. New Babylon was one of the newly formed nations, based somewhere in the Balkans, by the coast. It was formed after a group of powerful industry owners were influenced by the idea of the Tower of Ba bel cited in the Bible. Thus they invested in a small city that would house the workers and engineers that would build a true Tower of Ba bel.
