The ideology set here is that the world outside the city is too dangerous for the population, so this council defends the following ideals: • Isolationism: Oshukai shouldn't interfer in affairs that don't affect it. • Moderate state control: The state needs to maintain power over the population, but it can't fully control it. • Anti-trade: The outer world's culture and ideals may come throught commerce, so Oshukai should be able to live only with its own resources, other than getting it from the outside.
