Description
The Nakatsukasa-shō (中務省) was one of the most intimate and politically sensitive ministries within the imperial government under the Ritsuryō system. Often translated as the Ministry of Central Affairs, it functioned as the direct administrative office of the Emperor himself, operating at the very heart of the court. Its primary responsibility was to manage imperial edicts, rescripts, and internal palace communications. It served as the channel through which the Emperor’s will was formalized, recorded, and transmitted to other ministries and officials. Because of this, it played a crucial role in document authentication, drafting official texts, and safeguarding the legitimacy of imperial authority.
