This group is to grant ingame permissions and access to special ranks, like Drill Instructor or Supervisor (Military Police). Candidates (for Junior Supervisor / Junior Drill Instructor) are ranked as "Candidate" and have to pass a lot of tests and exam stuff, before even getting ranked to their Junior Grade rank.
