SHǏHUÁNGDÌ — THE SHI OF THE STEEL PALACE Descendants of the Shǐhuángdì submarine crew, the Shi have ruled San Francisco's Chinatown since the fires of the Great War first fell. Under the eternal watch of the Emperor and the guidance of the Chancellor and Council, the Shi remain honorable, glorious, and untouched by the chaos beyond our gates. We do not open our doors to just anyone. Those who wish to walk among us must first petition the Council and prove themselves worthy of citizenship. Outsiders are forbidden.
