Description
The Civil Defense Reserves is an independent branch of the Combine OVERWATCH, consisting of both OTA and CCA personnel. They are tasked with reinforcing Combine forces during times of civil unrest as well as conducting counter-insurgency operations against anticivil forces in a city. As such, members of the unit receive significantly better training when compared to other members of CCA and OTA.
