Description
Founded: Post–Global Accord Era Membership: 195 Sovereign States The High Council of Nations (HCN) stands as the supreme governing body of the international order. Conceived in the aftermath of cascading global crises that rendered traditional treaties and alliances ineffective, the Council was established to ensure continuity of civilization, preservation of global stability, and enforcement of unified international mandate. Unlike prior multinational institutions, the HCN is not a forum for negotiation—it is an executive authority. All member states retain nominal sovereignty, but by ratification of the High Mandate, they concede ultimate jurisdiction to the Council in matters of global security, transnational crime, existential threat response, and violations of the international order. The Council’s resolutions are self-executing and require no domestic ratification. No national law, constitution, or judicial body may lawfully obstruct the execution of an HCN directive.
