Description
Parliament was developed from the councils that made early recommendations for the monarch to govern the country. Theoretically, the power of Congress does not belong to Congress. Despite controversy, queens in Parliament are often considered full monarchical sovereignty. Modern parliamentary power belongs to the house of commons elected democratically; the monarch is only a symbolic leader, while the unelected house of lords has very limited powers. 國會是由早期為君主提出治國建議的政務會發展而來。理論上國會的權力並不歸屬於國會。儘管有爭議，國會中的女王仍常被認為是完整的君主主權。現代的國會權力屬於通過民主選舉而產生的下議院；君主僅作為象徵意義的領袖，而由非選舉產生的上議院，其權力也十分有限。
