[ THE PURGATORIAL COUNCIL ] Even though the Council is regarded as the second-highest authority in the Empire, below the Emperor, it is known that few of them survive, with the Emperor personally killing the majority of them when they make grave errors, become corrupt, or appear to be in opposition to the majority of votes by the Lords. Despite the constant influx of new councillors, they continue to hold sway over the majority of divisions and the military, ensuring that their changes fall under the Emperor's authority and ensuring that the aforementioned changes occur as soon as possible.
