intelligence and counterintelligence agency of the U.S. government. Formally created in 1947, the Central Intelligence Agency (CIA) grew out of the World War II Office of Strategic Services (OSS). Previous U.S. intelligence and counterintelligence efforts had been conducted by the military and the Federal Bureau of Investigation (FBI) and suffered from duplication, competition, and lack of coordination, problems that continued, to some degree, into the 21st century.
