軍事力量作為國家安全的中堅力量，也是穩定政權的力量。為了這些目的，大多數政權都希望他們的國家武裝力量處於文職政府的控制之下。1949年中華民國初期政府退守台灣；曾面臨共產中國的軍事和政治威脅。因此，政府以戒嚴法統治國家。中華民國軍民關係的特點是戒嚴時期執政黨國民黨控制軍隊。在這種情況下，“政戰制度”在軍民關係中發揮了非常重要的作用。解除戒嚴後，為國家帶來新的政治民主化。中華民國國民渴望軍隊“國有化”。他們追求摧毀軍事政治戰爭制度。尤其是2000年中華民國執政黨向民進黨移權後，兩部《國防法》均納入政治戰制。這讓人們更加關注軍隊“國有化”和“軍民關係”問題。 本研究正文運用“軍民關係”理論來闡釋“軍民關係模式”的真實內涵，以理解“政治戰爭制度”在軍民關係中的功能作用。本論文的結構包括三個部分：第一，探討“軍民關係”和“政治戰制”如何影響台灣政治民主化。其次，觀察軍隊“國有化”以及軍隊與社會的互動關係。第三，考察“政治戰制”轉變如何影響中華民國軍民關係。 通過全文研究，我們發現一個很重要的現象。2000 年國民黨向民進黨移交權力後，該國繼續民主進步和穩定。軍隊的“政治戰制”在民主化進程中發揮了非常重要的作用。但在我們邁入新的“軍事革命”（RMA）時代的同時，未來軍隊政治戰組織體係將面臨嚴峻挑戰。 關鍵詞：政黨轉移 軍民關係 政治戰制 國防法 軍隊國有化 軍事倫理！
