It was formed by remnants of the former Bakufu army; trying to separate and establish themselves as an independent state. It was a democratic presidency, and had a voting system. It's army was small yet robust and experienced as it absorbed former shogunate units, such as the Shinsengumi and major components of the Bakufu navy.
