Principally administered by England, it is the largest empire during the 17th century. The British Empire was formed in 1707 with the unification of the kingdoms of Scotland and England. At this time, the Empire is at war with the Spanish Empire for the Spanish throne. The British uses this as a way to further their territorial goals past the Americans. During the war, the British Empire made extensive use of privateers to harass and plunder enemy ship routes. With the coming of peace in 1715, most privateers turned to piracy due to unemployment.
