Description
The Reserves rule the surface as violent warlords and raiders, using advanced technology to dominate the wasteland from their surface base, exiled from the underground yet still a looming threat to the CDF - and any underground denizen who dares explore the surface. They descended from a US Army champagne unit filled with celebrities and elites, who after the war, briefly tried rebuilding Manhattan before reverting to old habits.
