They are seen as the Foundation's special forces, deployed when all else fails. Delta-7 "Iron Hand" -> Responsible for repelling hostiles and raids. Omicron-4 "White Wolves" -> Responsible for recontaining loose SCPs. Victoria-1 "Black Daggers" -> Responsible for protecting the Foundation's High Command.
