𝗜𝗻𝘁𝗲𝗿𝗴𝗼𝘃𝗲𝗿𝗻𝗺𝗲𝗻𝘁𝗮𝗹 𝗔𝗳𝗳𝗮𝗶𝗿𝘀 𝗦𝗲𝗰𝗿𝗲𝘁𝗮𝗿𝗶𝗮𝘁 (𝗜𝗔𝗦) is the central federal coordinating body responsible for managing relations between the Government of Canada and provincial, territorial, and Indigenous governments. The Secretariat supports cooperative governance, national unity, and effective policy alignment across jurisdictions. The Secretariat facilitates intergovernmental negotiations, provides strategic advice to federal leadership, and supports multilateral forums that address shared priorities, regional interests, and constitutional matters. The Secretariat operates within the federal executive framework and derives its authority through established Orders in Council and governance conventions, with core responsibilities including: • Federal-provincial-territorial coordination • Intergovernmental policy development • Constitutional and legal advisory support • Negotiation and partnership facilitation • Regional and national relations oversight
