The Bureau of Internal Security of Mtokundu is tasked with maintaining loyalty within the interior to the Mtokundu State and preventing dissent or terror from occuring. The bureau has been compared by international watchdogs to "a tool to enforce the reign of Adibade and his government through fear and intimidation" and labelled on various occasions a "secret police", "Africa's Stasi", and "the manifest of an Orwellian novel set in Africa ... grossly over-funded thought-police vitalised".
