The GAR was made up of clone troopers, who were genetically engineered clones of the bounty hunter. The clone troopers were grown on the planet Kamino and were trained to be loyal and efficient soldiers. The GAR was led by the Supreme Chancellor of the Republic and the Jedi Order, who served as the military's generals.
