Jandarma Komando Özel Asayiş Komutanlığı (JÖAK), ülkenin herhangi bir bölgesinde meydana gelen, diğer Jandarma birliklerinin imkân ve kabiliyetini aşan, özel eğitim, silâh, teçhizat, donanım ve üstün yetenek gerektiren önemli asayiş olaylarında, arama kurtarma faaliyetlerinde ve teröristle mücadele harekâtında Jandarma Genel Komutanlığının ihtiyatını teşkil etmek maksadıyla 01 Eylül 1999 tarihinde Ankara’da kurulmuştur. Halen konuşlu bulunduğu Şehit Orgeneral Eşref Bitlis kışlasında faaliyetlerine devam eden JÖAK mevcut tehdit değerlendirmeleri ve gelişen harekât ihtilacına uygun olarak 2016 yılında Tugay seviyesine çıkarılmıştır. Jandarma Komanda Özel Asayiş Komutanlığı (KAĞANLAR) Jandarma Genel Komutanlığı’nın en seçkin bir birliği olarak verilecek her türlü göreve hazırdır.
