Description
Administrative Department は、財団の“意思決定の中枢”であり、 Area-0428 の全機能を統合する“指揮の網”である。 彼らは前線に立つ者ではない。 しかし、 彼らの判断ひとつで部署は動き、管理ひとつで施設は生きる。 管理部門は、 武力（Security / MTF）でも、 研究（ScD）でも、 医療（Medical）でもない。 だが、 “全ての部署を正しい方向へ導く存在” として、 Area-0428 の安全運用に欠かせない。 Administrative が機能しなければ、 優秀な職員が揃っていても、 施設はただの混乱で崩壊する。
