Black Hawk is ran by the Founder of Osyngo and it's main purpose is acting as a 'secret service' for the founder, but rarely acts as law enforcement or intelligence. Carefully selected agents, guard the founder and take part in private investigations or missions against the government, making sure things are running how they should be, to 'do wrong to make right.'
