Description
**Overview:** The O5 Council, also known as the Overseer Council or the Overseer Command, is the highest authority within the SCP Foundation. All Council members possess Level 5 security clearance, granting them access to the complete, unredacted SCP database. Members of the O5 Council do not involve themselves in routine administrative affairs and deliberately avoid direct contact with anomalies. However, when they do choose to intervene, their decisions are absolute. The designations, identities, and responsibilities of individual O5 Council members are all highly classified.
