Promotion to Nova requires an Application sent to a unit of the Sectoral Commander Rank or Higher, and all those that would Apply must be of EpU rank or Higher before an Initial Application will even be Considered. This is the Most Prestigous Division, all Units in this Division are granted AR2's.
