Government of Panem [COP] By sunxflwerr ▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬▬ In North America lies Panem, a country that holds 12 Districts and The Capitol. Every year, each district shall offer up a male and a female between the ages of 12 and 18 at a public "reaping". These tributes will be delivered to the custody of the Capitol, and then transferred into a public arena, where they will fight to the death. Many will die in the bloodbath, many will die of natural causes. (Hunger + Thirst). They will fight until one will be crowned as a victor.
