Description
Directive H.O.P.E. (Humanitarian Operations, Preservation & Ethics) is an internal reform directive sanctioned by the Foundation’s Ethics Committee and overseen by select O5 Council members. Established under Ethics Protocol EO-332-Theta, Directive H.O.P.E. was created in response to rising incidents of containment-related fatalities and reports of procedural misconduct. It functions as a provisional oversight body tasked with safeguarding ethical standards across Foundation operations. Its mission centers on protecting human rights within the Foundation, focusing on the treatment of D-Class personnel, ethical interaction with sentient and sapient anomalies, and oversight of containment and experimental protocols. Directive H.O.P.E. operates with limited autonomy and often embeds operatives within high-risk research sites to observe, intervene when authorized, and report directly to the Ethics Committee or O5-appointed delegates.
