Description
The Sangheili Council is the group of people that make decisions and run the SoS with the Arbiter. The Arbiter makes most of the decisions tho. -Alliances- If you would like to ally the Swords of Sanghelios you have to ally this group and not the main group. All alliances are allied to the Sangheili Council and not the main group. Only Council+ can make alliances with groups but have to be a agreed alliance with all the council. -Wars- A war can only be declared if a meeting is held by the Council and all High Council+ is there. It is optional for a Council member to be there but it is required for High Council+ to be at a war meeting. -Promotions- All promotions inside of the Council or high rankings must go thro the High Council.
